Russia Threatens United States and Israel to Not Attack Iran. Russia Believes They Do Not Have Nukes

Out of Moscow on Thursday, Russia has sternly warned Israel and the United States against attacking Iran. Russia has said that they see no evidence that Tehran's nuclear program is aimed at developing weapons.
This comes as the biggest warning yet from Russia. They do not believe Iran is building nuclear weapons, therefore, they are not buying the idea that the west is trying to sell, ie. that a pre-emptive strike against Iranian facilities would be unacceptable as Iran is not building a nuke.
No one knows for sure, however, not only does Russia not believe US and Israeli politicians about Iran's hypothesized nuke weapon program, but the United States and Israel's intelligence agencies (aka, the CIA, Mossad, etc) also confirm Iran has no nuke, isn't building a nuke and doesn't plan on building a nuke.
Could this be an empty warning by Russia? Russia and China have managed to take this sort of position over the recent years. Some critics say that they sit on the sidelines and critique the United States, while they stand opposed to violence. If it turns out that they were wrong those countries will never have to take responsibility.
On the other hand, if Iran is in fact building nuclear bombs then it should definitely not be ignored. For the safety of human lives and the relationships between countries, all entities should be fully researching this matter and find the truth before starting another war.
